The purpose of the study was to investigate the workplace manager’ perceived effects of education
and training program for work competency in small and midium-sized enterprises. We developed a
survey questionnaires based on CIPP model, which consists of Context, Input, Process, and Product
elements. We surveyed 200 workplace managers whose employees participated in education training
program of work competency. Also, we interviewed 4 workplace managers to review the results of survey
and get more in-depth results from the point view of them. We conclude that the education and
training program for work competency impacted job satisfaction and productivity, which affected, in final,
the finance outcomes of the corporations. Mainly, the workplace managers were able to select the target
employees who needed to participate in the programs, and therefore, the satisfaction rate of the
programs were increased. In addition, the more the workplace manager perceived the importance of
education and training, the more they satisfied with the programs. However, the conventional counselling
process for the participation of the program made negative impacts on the satisfaction rate of the
programs. More and more, the perceptions regarding the importance of education and training impacted
the satisfaction rate as well as proliferation of education and training of small and medium-sized
enterprises in Korea. We, finally, suggested some implications for the proliferation of the education and
training programs for work competency.
