본 고는 여성들 삶의 사회구조적 맥락을 조망하면서 여성복지와 여성사회권의 향후 지향성을 정립해보는데 목적이 있다. 여성복지는 현재 나타나고 있는 사회적 약자에 대한 보호 관점을 벗 어나 사회구성원으로서 기본적으로 누려야 할 권리를 여성이 함께 누릴 수 있어야 한다는 전제 에 기반을 두고 있다. 따라서 여성복지는 집단으로서 ‘여성’이 사회구조적으로 갖는 제약, 차별, 종속에 집중하고 이를 극복해나가는 과정에서의 사회권 보장을 근본적 지향성으로 한다. 이를 위해 본 연구는 여성 사회권의 개념이 부상하는 과정을 성별관계 구조와 연결시켜 살펴보고 한 국사회 여성의 현실을 사회권 차원에서 조망해보았다. 여성이 경험하는 사회구조적 차별과 빈곤 의 현황을 점검하면서 무엇을 중심으로 사회권을 확대해 나갈 것인가를 살펴보았다. 결론에서는 향후 우리나라 여성복지와 여성사회권의 나아갈 방향성을 제시하였다.
The paper is to present policy aim of women\'s welfare and social right, reviewing socio-structural contexts on women\'s lives. Although women\'s welfare currently focuses on protection for socially disadvantaged women, it should be based on the assumption that women, as a group, have social rights as equal as other social members. Accordingly, women\'s welfare tries to reveal the various realities of obstacle, discrimination, and subordination that women have experienced, and aims to secure social rights in the process of achieving gender equality. For this, first, the paper reviewed the concept of women\'s social right, reconsidering gender relations in welfare states. Second, it showed the current situations of women\'s welfare. The paper mentioned the issues of social right by investigating discrimination and poverty of women in Korea. In conclusion, political suggestions are provided for the enhancement of women\'s welfare and social right.
