국문초록

여성의 경제활동참가율에 영향을 미치는 요인들은 기존의 연구를 토대로 볼 때 크게 인구사회학적 요인, 경제적 요인, 그리고 사회정책적 요인으로 구분할 수 있을 것이다. 그러므로 본 연구에서는 이들 각 요인이 한국사회에서 각각 어떤 영향을 미쳤는지 알아 보고자한다. 이를 위해 본 연구에서는 여성의 경제활동율에 영향을 미친 제 요소들 간의 상호 인과관계를 인과지도를 통해 알아보고, 여성고용 현황과의 관계를 분석해 봄으로써 시스템 분석을 통해 나타난 문제점들에 대한 정부의 제 여성고용 증진 정책이 어떤 방향으로 이루어져왔으며, 어떤 효과를 거두 었는지, 그리고 향후 어떻게 발전해야 할 것인지 정책적 대안을 연구하고자 한다. 1) 우리나라 여성 고용현황을 경제활동참가의 특징과 취업구조를 특징별로 알아보고 어떻게 변화하고 있는지 알아보았다. 2) 여성고용의 변동요인은 무엇인지 인구사회학적 요인, 경제적요인, 사회정책적 요인별로 구분하여 살펴보고, 이들이 각각 여성고용에 어떤 영향을 주었는지 인과지도를 통해 살펴본다. 3) 여성의 경제활동률 제고를 위해 현재 정부가 실시하고 있는 여성고용증진 정책들은 무엇인지 알아보고, 이들의 정책과정을 분석하고 평가하여 보다 효과적인 정책 방향을 제시하고자 한다.

영문초록

Economic activity population or scale of labor force represents the one of the important economic indicators. This not only can determine the productivity of national economy or the scale of GNP, but also represent the potential power of economic growth. Naturally, a shortage of manpower occur after industrization progressed. Therefore positive application of women resources who haven\'t done any manual labor should be used to increase the labor population in the fixed population scale. Today labor market of Korea has contradictory problem in the aspects of both security and utilization of non-operating labor power. So it is very useful to find out the actual condition on the women\'s non-operating labor force, which can solve above two kinds of problem. But, as a few international organizations have represented some reports on the discrimination of Korean women, we have to effort to change the employment policy in Korea. Korea women\'s economic activity is closely connected with her life cycle― that is marriage, childbirth, entering school of her children―which consists of a curved line that represents two ridges of \"M\" letter. Structure of the state of employment is changing rapidly, which are showing a tendency to decrease workers for the manufacturing industry because of enlarging service industry, through college graduates of women, avoidance of cheap labor. In the late 1980 was not only established \"law for equality of the sexes on employment condition\", but also enforced women\'s position on labor. Entering early 1990 was showed the increasing of married women workers and part-time workers and temporary employee of women. Besides this was showed the increasing a professional worker and service workers of women, but late as was went into IMF, it occurred a jobless laborers, changed the relations between labor and capital and that made industry society transfer into knowledge based society. As a result of an analysis on women employment factors, I can see that scope of economic activity of women is far lower than some advanced countries and a striking contrast by ages. Consequently the lowering of women economic activity rate has connection with economic growth. Somewhat the decreasing of the working population can cause wage increase, was not only enough to make up for the deficit in their living expenses, but also cause a conflict between labor and capital. Government\'s policy intervention to establish to enter the advanced countries and to heighten competitive power is necessary to rise the women economic activity rate. To achieve this aim, firstly structural change policy―for this we should decrease the factors which can be limited women\'s employment: upbringing of a child, low wages, and should be eliminated the factors of time-delayed: periodicity of employment, the insufficiency of employment market information. Secondly, should be policy intervention by the control of parameter value. As a essential plan for policy intervention, firstly should expand the childcare facilities, support the expenses for childrens education, secure women\'s employment opportunity, etc.―that is the factors which can be limited women\'s employment. Secondly, should be formed of tax cut and government subsidies support to ease additional expenses of companies for raising women\'s employment will. Thirdly, should be lead to change of traditional consciousness on women\'s economic activity, also should be the thoughtful consideration of policy for the protection of women to recreate the labor force in the next generation.
