The purpose of this study is to review the changes of process for career and vocational
education in since 1909 when the education for people with hearing impairments started
in Korea. This study analyzes the policy reports and statistical data of government and the
school magazines of schools for the students with hearing impairments, to achieve this
purpose. The result of this study is as follows.
First, although the institution for career and vocational education of person with hearing
impairments is centered on the schools for the students with hearing impairments until
late 1980s, but welfare and rehabilitation institutions started to share the its function in
early 1990, and in 2000, it is extended to the institution for higher educations.
Second, the contents of career and vocational education of people with hearings
impairment are started with the subject needed for self-reliance in living in 1910s, and it
had included the contents which are relevant with occupation in 1930s, and added the
contents required for self-reliance in living in case of middle schools and the contents
related with occupation in case of high schools in 1980s. And in late 1990s, it has
changed to choose the contents according to the individual needs of students.
Third, even if the method for career and vocational education of people with hearing
impairments had been started with instruction within the school boundary of schools for
the students with hearing impairments, it was changed to the form of commissioned
education to each companies after Korea`s 1945 liberation. Furthermore it introduced the
concept of career education in late 1980s and adapted the concept of transition.
Therefore we can found that the career and vocational education of people with
hearing impairments in Korea has been progressed from educating them with the contents
that are required for self-reliance in living in a way of instruction on school-ground at the
schools for the students with hearing impairments, to offering them contents that is related
with occupation by collaboration of institution of education, rehabilitation, and welfare
facilities, and so on for people with hearing impairments.
