One of the key responsibilities of education is to fulfill the needs of society. Educated people
who have problem-solving and creative abilities as well as critical thinking processes have
played an important role throughout history; furthermore, constructivism has become an
important educational theory that produces the skills mentioned above. Music has also been
influenced from constructivism, and the development of psycho-motor skills has been more
important due to musicing. According to musicing, a theory of understanding and
teaching-learning strategies of psycho-motor skills are necessary. R. A. Romiszowski\'s
psycho-motor skills theory can satisfy the above need This is why the skill is based on
coordination between the cognitive domain and the affective domain and shows definitely the
strategic dimension in teaching-learning process. First, the researcher reviewed the
characteristics and the notions of psycho-motor skills theory and described Romiszowski\'s
psycho-motor skills theory constructed in three parts which are Skills Schema, Skills Cycle, and
the Skill-mastery Model. Second, teaching-learning strategies were suggested for the
Skill-mastery Model which was adapted in the teaching process concretely and suggestive
points from the results were given at music education. Therefore, suggestions of Romiszowski\'s
psycho-motor skills theory are as follows: Raise the affective and cognitive contents on basic
step of psycho-motor skills, mental practicing is important as much as that of physical,
generalizing and transferring are influenced by various practice methods or productive skill,
etc. Specially, besides generalize and transfer are more important as a step for completion and
evaluation, it is certain that music teachers would neglect those. For complementing of this
situation, teachers are forced using more variable and enthusiastic strategies such as meta
cognition. First of all, it is very useful that Romiszowski\'s psycho-motor skill theory guides
music teachers to teach as presenting the distinct steps, activity contents on step by step, and
strategies for the steps respectively.
