국내에서 평생학습축제가 2001년 처음 개최된 후, 10년이 지나고 있지만 아직까지 평 생학습축제에 대한 성격과 효과 등의 특성분석에 대한 연구는 상대적으로 미진한 편이 다. 본 연구는 천안평생학습축제를 중심으로 평생학습축제의 성격과, 참가목적, 기대효과 그리고, 프로그램 만족도를 파악하여 평생학습축제 활성화에 기여하는데 그 목적이 있다. 연구결과, 평생학습축제 참가자들은 혼자 보다는 친구와 함께 또는 단체로 참가하였 으며, 학습체험 활동과 전 연령층을 위한 프로그램이 평생학습축제 운영에 있어서 중 요하다고 지적하였다. 축제를 통해 참가자들은 평생학습 기회의 확대와 평생학습 성과 의 공유, 동기부여와 자긍심 고취, 평생학습에 대한 이해증진의 목적을 달성하고 있었 다. 참가자들은 지역 평생학습축제에서 학습체험과 학습실천이 강조되고 있다고 인식 하고 있었다. 프로그램 실시장소의 시설 및 환경 만족도가 상대적으로 낮게 평가되었 다. 지역 평생학습축제의 기대효과로 개인차원에서는 평생학습에 대한 동기유발, 집단 차원에서는 평생학습 정보공유 및 참여의 증대, 문화차원에서는 평생학습에 대한 긍정 적 인식변화와 공감대 형성이 높게 나타나고 있었다.
The aim of this research, adopting Cheonan lifelong learning festival as a basic framework, is to analyze the nature of lifelong learning festival, the participants' intention to take part in the festival, the expected impacts. Finally, the analysis will endeavor to contribute to the invigoration of lifelong learning festival. Findings from this study demonstrate that participants take part in lifelong learning festival along with friends or as a group. Participants point out that activities related to learning and the programs for the people of all ages are the most essential elements in the management of lifelong learning festival. Participants in lifelong learning festival seek and foster lifelong learning opportunities and actively share the outcomes of lifelong learning festival, develop a source of self-motivation and self-esteem, and enhance the understanding of lifelong learning. Participants consider the learning experiences and practices in local lifelong learning festivals to be emphasized. The expected impacts of local lifelong learning festival are centered around three-folds; participants' boosting motivation toward lifelong learning in terms of the individual aspect, the increased opportunities for the information sharing and lifelong learning experiences in terms of group aspect. and the formation of positive attitude toward lifelong learning and creating rapport in terms of cultural aspect.
