The main purpose of this study is to adjust functional arrangements in the Ministry of Commerce, Industry, and Energy to increase adaptiveness towards 21st Century environmental changes represented by knowledge based society, globalization, and customer orientedness. The macro level reorganization among ministries is intentionally excluded for the purpose of focusing on the micro level rearrangement. To investigate functional priorities reported by MOCIE\'s industrial customers, questionnaire method is applied. 243 questionnaires among 350 are collected. The factor analysis is performed to find out if there are any similar functionaries to be consolidated together. The major findings are as following. Overall, the organization of MOCIE is a bit schizophrenic in that there are many duplicated functions distributed among departmental levels. The department of trade policy\'s role of long-term and short-term trade policy formulation and execution may conflict with that of departments of import, export, and investment policy. And such duplications also exist between department of trade policy and departments of industrial, international, and regional cooperation respectively. To encourage foreign investment, departments of investment policy and investment promotion perform almost similar function. Functional differentiation between import and export departments may inhibit effective management of trade policy. Based on the factor analysis results, consolidation of similar functions such as import and export, investment policy and investment promotion, and other additional measures to put considerate weight on up-to-now ignored functions such as industrial intelligence and industrial damage management are recommended.
