Since local educational system was established in Korea, competency development for the local civil
servants for education has been emphasized in order for them to serve national educational policies as
well as to cope with a variety of needs from the community. This study aims to provide practical
suggestions for developing competencies of local civil servants in province level educational office.
Specifically, researchers developed competency model by conducting literature review, focus group
interview, and expert review. The final competency model includes 7 competencies such as
communication, negotiation/coordination/integration, goal setting and vision sharing, performanceorientation,
leading innovation, professional expertise, and finally, self-discipline, and each competency
consists of behavioral indicators. Based on the competency model and behavioral indicators, educational
needs has been analyzed using t-test and Borich formula. The results of this study provides practical
implications for the design of educational program for local civil servants in province level educational
office, in terms of curriculum and instructional strategy as well.
