부적응 양상은 북한이탈 청소년의 정규 교육과정 중도 탈락률이 일반 학생보다 높은 것에서도 쉽게 찾아볼 수 있다. 북한이탈 청소년의 경우 청소년기에 겪어야 할 발달단계상의 어려움뿐만 아니라, 기존과는 사회.문화적으로 다른 사회에서 적응해나가야 하는 어려움이 있어 사회적 관심과 정책적 지원이 특히 요구된다고 볼 수 있다. 계속적으로 증가하고 있는 북한이탈 청소년들의 입국 추세와, 앞으로 우리나라의 사회구성원으로 성장할 북한이탈청소년의 미래를 고려한다면, 이들의 건강한 성장을 위한 특성화된 상담 프로그램의 개발은 필요한 때라고 할 수 있다. 이에, 본 연구에서는 순탄하지 않았던 남한 입국과정을 겪은 북한이탈 청소년의 심리ㆍ사회적 특성이 반영된 전문적인 상담 개입 매뉴얼을 개발하고자 한다. 즉 일반적인 청소년들이 달성해야하는 발달과업의 달성과 새로운 사회에 대한 문화적응을 동시에 해야 하는 북한이탈 청소년의 심리ㆍ사회적 성장과 남한생활의 적응을 돕기 위한 실질적인 개입 프로그램을 개발하고자 한다.
