This article explores a model for fire service education based on learning communities, which are associated with cyber universities and fire service academies. To implement this objective, developmental researches methods are mainly applied, and micro-research is conducted at each stage include the analysis of literature and cases, research of field requirements, and examination of experts’ interviews. Through analyses and design methods, a vision of model and core values were explored; and based on these, core activity processes and supporting elements were examined by process of action-learning activity, then a draft model is outlined. After the experts examined the draft model and identified the strengths and the areas of improvement, revising and complementing the advanced draft model made the finished model complete. In order to obtain justification and credibility, a members’ review with Triangulation is implemented. The results found in this study are the following: First, this model helps creating new perspectives and knowledge to establish creative and cooperative infrastructure, necessary for cultivating international experts, as well as forming foundations of individual growths and revitalizing cultural cooperation. Second, core values are that learners, who are in charge of fire services, should build relationships with communities by aligning themselves with the international professional firefighting personnel, and persistent and active-learning culture, such as changes, innovations, and creativity. Third, the designed model systematically includes supplementary elements and instruments inside, which help operate action-learning processes, and thus assist in running it during the whole process, providing field exports and learners with a variety information, guidelines, and instruments.
