영문초록

Democratic education is based on a principl e of equal opportunity in education so that .every individual may have a suitable education to their ability. From the stand-point of such principle, every advanced country makes an effort in quantitative enlargement and qualitative improvement of special education. According to such an international tendencyand social needs, in Korea we have established and operated special classes in primary school all over the country in 1974. Such a nationalization of special education and transfer in public education is desirable but we necessarily have problems about them because of putting in operation in a large scale and hastily. Special regard being paid to such fact, we are going to abtain necessary data for the improvement of special education through analysis of situation and problems of it. The following is the result that I have collected and analyzed the data from 54 teachers of special classes all over the country. 1) The process and method of discrimination of pupils that are affiliated with -special class is irrational. 2) Individual difference . in . intelligence is extreme from I.Q. 25-to above 90. 3) The pupils’ families of special classes is very low in socio-economic status. 4) Most of teachers taking charge of the special class have teching experience more than 5 years and 60 hours inservice education on the exceptional children’s education. 5) Most of special classes are taking integrately general school activities with regular classes but learning of subject-matters and extra curricular activity seperately, 6) Most of special classes: only lower the: standard of the content .of books and' almost share the same curriculum with regular, classes. 7) Most of teachers taking charge of special class get into many troubles, because educational and school executive officials and parents of pupils have little understanding of the present situation about the special education, in addition to lack of their owri ability and salary falling short of their expectation and etc. From these points of view, I think that suitable system and administrative support about the special education must be ready.
