This is a study for such factors influencing the implementation of educational policy as educational policy decision -maker, educational policy implementer, bureaucratic system, recipients, mass media, etc. I also made an attempt to rearrange the relations between various factors. Among various factors dcision-maker produce the greatest influence on educational policcy because they as a superintendent of implementation would decide aims. forms, implementers. and implementative institutionss of policy. And they are responsible for the arrangement of policy priority and the optimal allocation of funds. Educational policy implementers participate in process of forming and deciding policy by sugesting policy agenda and/or searching for means of policy. In the process of Implementation. they also put an interpretation on aims and means of policy. Their preference. positivenes and ability for policy have an effect on the implementation of educational policy. Bureaucratic system influences educational policy owing to the relations of business connecion. Some parts of bureaucratic system can play a part in educational policy implementation by interpretating policy aims and instituting/revising policies concerned. They allocate the budget and personnel necessary for policy implementation. Educational policy recipients influence implementation by monitoring function. A mode of expression of recipients' will and act exerts their powerful influence on educational policy since they have organizing ability. Mass media have functions of news report and critism, both of which afffect implementation. The fact that news comment and criticism result of mass media offer public an information and knowledge forms a public opinion, which extends to decision-maker and implementer of policy. Mass media can criticize the way of interpretation of policy aims. Accordingly it wouldd affect the choice and revision of educational policy means. And it would also control performer's exaggerated description. As the other functions. I examined in this study budget. socioeconomic condition, interest group, etc. The greater part of the eucational policies could be implemented only when financial support exists. the scope and time of which influence implementation. when socio-economic changs are occur, economic circumstances of a community influence the implementation of educational policy. And when interest grous become continuously interested in performing the decided policy. implementation would be influenced. These factors are interrelated (except recipient) and interact each other. Such influence is concentrated on decision-maker and implementer, and implementation is fulfilled by the relation of the both. Educational policy recipient would be influenced by the implementation process conducted by implementers.
