The purpose of this study is to determine, through analyzing the establishment of the newly-founded Korea Institute of Technology, how policy-making is made and which internal and external variables interact during this process; consequently, this study develops a conceptual framework for policy-making in Korean education. The problem of most previous models, both foreign and domestic, for policy- making is that they do not adequately address the dynamics of interacting variables : both individual and institutional dimensions ; the climate among those organizers involved ; and external variables, including social values, group interests, public opinion, educationists’ influence, media, and international social and economic trends. This study presents a conceptual framework for policy-making in Korean education with the view that sl1ch an organization is a social system.
