In the century creativity bears significance at all walks of society, no country could cope with the challenges of rapidly changing world without encouraging 'lifelong learning' for its people, both individual level and national level. Considering this ever- increasing importance of 'lifelong learning' in economical, political, social and cultural development as well as means of preserving dignity of individual to a great or lesser degree, the 'lifelong learning society' can be defined as the society where 'learning' is regarded as a core engine and/or principle for re - designing or organizing its local community (OECD, 2000; 2003, World Bank, 2002).
