In today’s digital world, there is a strong need for transforming the environment for
education into one that is enriched with technology. This new educational environment
has changed the concept of knowledge and learning from knowledge delivery to
information exchange and knowledge production. In this context, educational
institutions are required to foster competent human resources who are knowledge
producers equipped with creativity, efficient information processors being ICT literate,
and responsible information users espousing cyber ethics.
In order to nurture competitive human resources in the digital age, most of the
countries in the world have made an effort to integrate technologies into the educational
system as well as to develop an information society as a whole. Some representative
examples are “Enhancing Education Through Technology Program” under the No Child
Left Behind Act in the USA, “ICT in Schools Programme (formally NGfL)” in the UK,
“Millennium Project” in e-Japan Strategy in Japan, and “Thinking Schools, Learning
Nation” under the Master Plan II in Singapore.
