Darjeeling Himalayan Railway was inscribed on the World Heritage μst by UNESCO in 1999. It was around the same time that the Darjeeling Gor암1a H퍼 Council was formed as a govemance mechanism for the local communities after a period of civil s띠fe. π1e reconciliation of local stakeholders and lis미19of their heritage under an intemational legal instrument, World Heritage Convention of 1972, through the national govemment, required a deft and indusive negotiation process. The author was endorsed by all pa띠es to facilitate a proc않s for bringing people and their heritage together through a culture of peace irlformed by intercultural dialogue and mutual respect. πl?s article mainly focuses on the foundation workshop that yielded fruitful dividends for all concemed, especially the prim앙y stakeholders, the local railway workers and associated neighbouring communities.
