3·1운동 이후 문화계몽운동 확산·진전은 교육열 고조로 귀결되었다. 풍미한 개조론은 개인적인 능력 배양을 사회적인 문제로서 부각시켰다. 이와 더불어 어린이에 대한 인식 변화는 유치원교육에 대한 관심을 증폭시켰다. 1920년대 전개된 `유치원설립운동`은 이와 관련하여 중요한 의미를 지닌다. 유아교육 확산은 보모 양성과 자질에 관한 관심을 불러 일으켰다. 유치원 부설인 유치사범과는 전문교육기관인 보육학교로 승격되었다. 여력이 여의치 않은 지역은 유치사범과를 그대로 운영하였다. 더불어 지역별로 보모 자질 향상을 위한 강습회도 1920년대 후반부터 개최되기에 이르렀다. 다만 전국적인 차원에서 보모를 위한 재교육이나 권익을 위한 단체는 조직되지 않았다. 조선보육협회는 1931년 7월 유아교육 관계자를 중심으로 조직된 일제강점기를 대표하는 교육단체였다. 목적은 보모 권익옹호와 보모 자질을 도모하는 등 유아교육의 내실화를 도모하기 위함이었다. 이 단체는 동아일보사 학예부 후원으로 1932년부터 1940년까지 매년 7월에 율동유희강습회를 개최하였다. 전국에서 100여 명 이상 보모는 여기에 참여했다. 이후 강습정원은 200명으로 증원할 만큼 대단한 호응을 받았다. 심지어 만주나 연해주에 거주하는 보모도 참여하는 상황이었다. 이에 자극을 받은 일부 보모는 지역별 연구그룹을 조직·운영하고 있었다. 기존 유치원교육 전반에 대한 비판과 논쟁은 이러한 배경과 맞물려 심화되었다. 특히 조선보육협회 회원들은 유아교육에 관한 각종 교재와 이론서를 발간·보급하였다. 이는 `선진적인` 이론을 현장에 접목시키는 토대를 구축할 수 있었다. 조선보육협회의 역사적인 의미는 바로 여기에서 찾을 수 있다.
Since the 3·1 Independence Movement, spread and advancement of the cultural enlightenment movement generated a raise of the zeal for children`s education. The defusion of the reconstruction theory(改造論) made the development of personal ability as an social issue. And also, the consciousness change of children increased the interest of its education. Therefore, the founding movement of kindergarten in the 1920s is worthy of attention. The defusion of children`s education brought the interest of the training and qualification of kindergarteners. Children education department affiliated with a kindergarten grew to the statue of childcare school which was a professional education organization. Since the late of the 1920s, many lectures for the improvement of kindergartener`s qualification were held in some regions. But a national organization for kindergartener`s reeducation or rights was not appeared. The Chosun Childcare Association was a representative educational organization which was founded by interested people on July in 1931. It was intended to advance the children education including protecting kindergarteners`s rights and improving their qualification. It also held a dance lecture on every July from 1932 to 1940 supported by a department of art and science of the Dong-A Ilbo press company. More than 100 kindergarteners attended the lecture from all over the nation. The lecture made a great appeal to them and later, its capacity was increased to 200 people. Even people from Manchuria and Siberia were took part in it. So, some kindergarteners who were under the inspiration of their passion organized various local study groups. Under this background, the established criticism and debates of children education were intensified. Especially, members of the Chosun Childcare Association published and distributed all sorts of textbooks or reference books related to the children education. As a result, they could build the foundation of grafting the advanced theory onto the real classroom. This is a historical importance of the Chosun Childcare Accosiation.
