The National Civic Federation came into being to respond the social problems at the Progressive Era. The NCF was the civic organization which formed labor, capital, and public leaders that included the personalities in politics, academics, journalism, law as well as labor and management. The NCF found the third way to achieve social and industrial peace through dialogue and mediation by piecing together of all interested parties under the aegis of NCF. The NCF attempted to develop a new political order that based upon reform liberalism which was neither the left nor the right. While most of the liberals recommended an active federal government and its intervention in the nation’s economy, the NCF cautioned against too strong central authorities as a danger to free enterprise. Instead, the NCF nominated the state government for the role of an umpire on the socio-economic issues.
