국문초록

본 연구는 유네스코의 CONFINTEA 보고서와 관련 자료를 통해 문해교육 의 실시 배경과 각 회의 전후의 논의 내용 변화를 분석하였다. 유네스코의 문해교육은 생존을 위한 문해교육의 태동기, 학습권 보장을 위한 문해교육 의 전개기, 사회적 역량 강화를 위한 문해교육의 발전기의 세단계 태동과 발전 과정을 거쳤다. 이러한 분석을 통해 다음의 세가지 함의점을 찾을 수 있다. 첫째, 유네스코에서 문해는 국가와 사회발전의 도구에서 점차 평생학 습의 필수요소로 변화하였다. 둘째, CONFINTEA를 통한 성인문해교육에 대한 논의에서 형평한 학습기회 제공을 위한 노력이 있었다. 셋째, 유네스코 CONFINTEA는 진실한 대화로 성인문해교육의 담론을 형성하고 있었다. 이 러한 유네스코 문해교육의 변천과정에서 볼 때, 문해는 달성되어야 할 최종 의 목표를 넘어서 개인 학습자의 자유롭고 지속적인 발전과 성장의 과정이 며, 학습자가 속한 일상의 생활에서 힘을 기르기 위한 것임을 의미하였다.

영문초록

The purpose of this study was to review the historical development of literacy education in UNESCO from its foundation to Belem CONFINTEA, 2009. This study would have three implications as followings: first, literacy has been turned into gradually from an instrument for social and national development to the essential elements for lifelong learning. Second, UNESCO was trying to provide equitable learning chances for literacy education to the undeveloped countries. Third, there were discourses for adult literacy education through many policies, especially CONFINTEAs.
