With the continuing trend of low growth for small and medium enterprises (SMEs) in Japan,
overseas expansion is pointed to as a possible success strategy for SMEs. The Japanese
government is actively supporting overseas expansion of SMEs and the number of SMEs doing
so is also on the rise. Considering an environment with no prospect of rising domestic demand,
Japanese businesses are expanding overseas in hopes of securing overseas demand based in
emerging economies. This study takes the existing research on Japanese political finances and
seeks to examine the policies that can strengthen finances and management as SMEs expand
overseas, taking into consideration current trends and the fact that the number of Japanese
businesses expanding overseas is increasing.
