본 연구는 공교육 정상화를 통한 사교육비 절감을 목표로 실시된 ‘EBS수능연계정책’이 교육현장에 서 정책 의도에 충실하게 운영되고 있는지 밝혀내기 위하여, ‘EBS수능연계정책’에 대하여 학교와 학 원, 학생이 대응하는 과정에 주목하였다. 특히 그동안의 연구들은 주로 연구대상을 학교로 정하고 학 교의 시점에서 교육현상을 분석해왔던데 반하여, 본 연구는 학원의 시점을 중심으로 교육현상을 바라 보고 분석하였다. 이에, 서울시 동대문구와 강남구의 보습학원을 각각 한 개씩 연구대상으로 정하여 참여관찰과 심층면담, 서술형 설문지를 활용한 질적 사례연구를 수행하였다. 연구결과, ‘EBS수능연계정책’은 EBS와 대입수학능력시험 간 높은 연계율을 강제함으로서 ‘학교: EBS에 점령당하기’, ‘학원: EBS는 새로운 돌파구’, ‘학생: EBS는 암기과목’과 같은 의도하지 않은 효 과들을 드러냈다. EBS의 자체조사는 EBS수능방송의 양적.질적인 성장을 바탕으로 사교육비 절감에 상당한 효과가 있다고 보고하고 있지만, 교육현장에서 학원들은 여전히 만족스럽지 않은 학교 교육과 온라인 교육의 한계를 그대로 지닌 EBS수능방송 사이에서 그들만의 영역을 확보하고 있었다. EBS수 능연계정책의 개선점으로 EBS수능연계범위 축소, 학교의 내신시험에 EBS문제를 출제하는 것을 제한 하기 등을 제언하였다.
This research focuses on the process of reaction to the policy of ‘EBS-linked KSAT in Korea’ for public schools, private institutions, and students to investigate whether the police works on its intent to lower private education costs through reinforcing public education in the field. While most previous researches have focused on the status quo in education fields from the perspective of public schools, this research takes the perspective of private institutions to analyze education fields. Thus, this research aims at private institutions in Dongdaemoon-gu and Gangnam-gu and do qualitative case study through descriptive questionnaires. This research reveals that the police made unintended effects such as ‘Public School: Occupied by EBS’, ‘Private Institution: New Opportunity’, and ‘Student: Learning by Rote’. Though EBS reports that the police had a significant effect on lowering private education costs indebted to the quantitative and qualitative growth of EBS KSAT courses, private institutions secure individual area between dissatisfactory public education and EBS KSAT which has limitations of on-line education. To improve the incomplete ‘EBS-linked KSAT’, this research suggests reducing EBS-linked KSAT curriculum and restricting EBS-linked test in public school and etc.
