국문초록

신앙적인 가치관에 기초한 사회복지사업들은 미국과 한국의 초기 사회사업운동으로 부터 시작하여 현대에 이르기까지 지역사회내의 삶의 질을 향상시키기 위한 많은 지 역사회운동 및 프로그램개발을 통하여 지속적으로 펼쳐져 왔다. 본 논문은 비신앙적인 (세속적인) 사회복지기관들이 다루기 힘든 빈곤과 관련된 고질적인 사회문제를 해결하 기 위한 신앙기반 지역사회복지기관들의 역할을 지원하기 위한 복지정책과 관련된 다 양한 이슈들을 고찰한다. 이 논문의 주요 목적은 지난 이삼십년 동안에 미국의 복지개 혁정책의 주요 일환으로 확장되어온 연방정부의 신앙기반 비정부기관들에 대한 재정 적인 지원이 전체적인 사회복지전달체계에 부여하는 중요성 및 사회통합을 위한 사회 복지사의 역할과 정책적인 함의를 검토하는 것이다.

영문초록

Since the inception of early social work movements, faith-based social services have been provided consistently through many community social actions and program developments that aimed to improve the quality of community life in the U.S.A. and the Republic of Korea. This study investigates a variety of issues on welfare policies that support faith-based community organizations’ many programs designed to solve poverty-related chronic social problems that are too challenging for non-faith-based (secular) social service organizations. The major purpose of this paper is to explore social workers’ roles and policy implications for social integration as well as the significance of federal financial support increasingly provided to faith-based non-governmental organizations that have impacted the overall U.S. social delivery system for the last 20 years or so as a key component welfare reform policy.
