The objective of this study is to suggest handicapped children's education problems and
improvements and the followings are its summary. First, disabled children's education should start
from equal rights to an education. It means that any disabled child has a right to have education
anytime and anywhere and the right is guaranteed legally. Second, it is important to implement
related laws in order to guarantee handicapped children's rights to an education. Law should not
finish as a law but start to ensure rights to an education. Task for educational institution or the
government to handle is to establish convenient facilities necessary for their move and approach,
human resource, material and institutional support required for teaching and learning, practical
individualized education operation, minimization of restrictive environment, participation of parents,
etc. Third, all kinds of institutional and practical financial support should be implemented by the
nation for disabled children's education. It should be understood that educational institutions have
limit to implementing for themselves with the existing educational support system to date. Therefore,
nationally financial assurance and support only make available assurance of convenient facilities and
activation of teaching and learning support so that disabled children can enlarge their opportunity to
have education.
