본고는 한국의 학교에서 진행되고 있는 민주시민교육의 내용을 ‘정치교과’에 주목하 여 살펴보고, 이를 통해 민주시민교육의 현황, 문제점 등을 파악한 후, 외국의 학교에서 진행 되고 있는 ‘학교민주주의’ 교육을 대안으로 제시하고자 하는 목적으로 작성되었다. 학교에서 진행되는 민주시민교육은 이론과 실천, 지식과 가치, 태도 사이의 불일치, 정치교육이 도구화 되고 정치에 종속되는 문제점이 지적되고 있다. 그리고 권위주의 정치문화에 따른 시민교육 의 기본원리에 대한 경시, 학교교육과 사회교육, 가정, 지역 사회간 유기적인 연계성 부족과 제도적 불비, 그리고 민주시민교육에 대한 인식과 의식부족이 한국의 민주시민교육의 문제점 으로 지적되고 있다. 그리고 고등학교에서 배우는 민주시민교육의 내용이나 정치교육의 내용 을 살펴보면, 교과서의 내용이 ‘지식 전달’의 비중이 지나치게 높게 나타나고 있는 것은 문 제점이다. 그러므로 이러한 문제점을 해결하기 위해서는 학교에서 정치수업이 지식전달보다 는 사회적 문제에 대한 관심, ‘학교민주주의(School Democracy)’, 지역사회와의 연계학습을 통 해 정치적 기능에 대한 능력을 강화시켜주는 것이 바람직하다.
This study has two main purposes. The first one is to investigate the characteristics of the civic education in Korea. The second aim is to provide the measures for improvement. Then, have the problems of knowledge-oriented learning content and goals been solved? This study examines whether or not such excessive knowledge-based learning can be solved through self-directed learning activities. It also analyzes activity-based learning materials contained in the current social studies and science textbooks by type of learning content and goals. Specifically, this study focuses on sentences that specifically instruct and directs student activities. Consequently, this study confirms that even learning activities occur mainly through knowledge-oriented learning, and the content of learning mainly basic organized political participation. It has identified several problems to be solved, such as lack of education in elections and political participation, knowledge-weighted content, and educational goals. Although many revisions to curricula have been done, the importance of education in elections and political participation is still low and sometimes even in decline. Therefore, this study suggested two measures for improvement. First, it is School Democracy. It is good to use activity-based learning materials which develop cognitive skills and initiative and to select topics more familiar to teenagers' daily lives. Second, the civic education collaborates to community. The format and program of civic education which students can execute and experience directly must be developed.
