This paper aims to analyze the stages of development on social worker’s certificate system from 1970 when the certificate system was introduced for the first time up to now when national examination system was introduced, and then to suggest proposals for system reform to strengthen the identity of social worker, because more and more students are entering into universities to study social welfare, thus providing more social workers than demand requires.
In this paper, as a system reform, I propose as follows: first, similar names on social worker not be used should be prescribed by the social welfare law. Second, even social worker should be participated in more than 6 hours’ continuing education per a year. It should also be prescribed by social welfare law. Third, it is necessary to establish an approval system for social welfare agencies where subject called “Practice of Social Welfare Institute” which is one of requirements for getting the certificate of social worker is offered. Fourth, the degree of relative difficulty should be kept at 45% like past three years’ acceptance rate, because so many 2nd degree social workers are supplied.
