재난방송 시스템을 제안한다. 미국에서 현재 사용되고 있는 Cable용 재난 표준인 EAM(Emergency Alert Message)을 기반으로 프로토콜을 정의 하였으며, 가장 신속하게 재난정보가 전달 될 수 있도록 성능측정을 하여 최적의 방법을 제안하였다. 기존 미국식 방송규격인 ATSC legacy 시스템에 영향을 전혀 미치지 않으며 모바일 방송을 전송할 수 있도록 하는 ATSC Mobile DTV는, 전원에 구애받지 않고 재난방송을 전달할 수 있는 효과적인 매체라는 장점과 함께 미국 전역뿐만 아니라 ATSC규격을 채택한 다양한 국가에서 적용이 가능하다.
