국문초록

우리나라 학교상담의 현장에서는 옹호가 이미 시행되고 있음에도 불구하고 학교 상담자의 옹호활 동에 대한 학문적인 논의는 아직 이루어지지 않았다. 이에 이 논문에서는 옹호에 대한 학문적 논의의 출발점을 제공하고자 옹호의 개념, 유형, 과정, 우려, 옹호상담자의 자질, 옹호상담의 발전 방안을 정 리하였다. 옹호는 학생의 발달을 가로막는 사회적 억압, 특권, 불평등에 초점을 두고 사회변화를 통해 내담자 문제의 해결을 지원하려는 상담 접근으로서 상담의 제 5세력으로 자리매김하고 있다. 옹호상 담의 유형은 학생 역량강화 및 옹호, 지역사회 협동 및 체계 옹호, 공공정보 제공 및 사회/정치적 옹 호로 구성된다. 옹호의 과정은 옹호성향개발, 옹호 관계수립 및 지식개발, 옹호 문제 정의, 행동계획 수립, 행동 계획 이행, 평가, 축하와 재조직으로 이루어진다. 옹호상담에 대한 우려에는 상담의 가치중 립성 침해, 전문적 상담관계의 경계 혼란, 예방활동의 경제적 가치 모호, 조력활동 전문가간의 역할 중첩, 동료관계 유지의 어려움 등이 있다. 옹호상담을 위한 상담자 자질로는 내담자의 범위에 대한 유 연한 관점, 선제적․예방적 접근, 중다 체계 간 의사소통 기술, 확대된 인식능력, 자기옹호능력, 정보 기반의 윤리적 활동 태도 등이 있다. 한국의 학교 장면에서 옹호상담이 발전하기 위해서는 상담자의 옹호역량 증진을 위한 교육과 훈련, 우리나라 학교 상담의 옹호실태와 상담자들의 옹호경험에 대한 실증적 연구, 옹호역량 진단도구의 개발과 지속적인 사례연구 등이 요구된다.

영문초록

This study is to make a starting point for academic discussion on advocacy counseling in Korea. For this purpose, this study searched the literature on advocacy counseling. According to the previous researches, advocacy counseling is th 5th force of counseling for reducing systemic barriers which hinder clients’ human growth. The types of advocacy are client/student empowerment and advocacy, community collaboration and systems advocacy, public information and social/political advocacy. Advocacy processes consist of developing advocacy disposition, advocacy relationships and knowledge, defining advocacy problems, developing and implementing action plans, making an evaluation, and celebrating or regrouping. The professions’ concerns about advocacy include violating value-free practices in counseling, confusing the professional relationship between counselor and client. Several qualities are required to be a advocacy counselor such as flexible defining the range of client, proactive and preventive approach, communication skills between multi-systems, extended awareness, self-advocacy, ethical advocacy based on information etc. Education and training courses, researches on the advocacy by Korean counselors, the development of advocacy competency test, and continuous case studies are necessary for the development of advocacy counseling.
