본 연구는 Gilbert와 Specht의 사회복지정책의 분석 틀을 적용하여 노인장기요양보험제도와 장애인활동지원제도의 통합 가 능성의 탐구를 목적으로 하였다. 노인장기요양보험제도와 장애인활 동지원제도의 통합 가능성을 대상, 급여, 전달체계, 재원으로 구분 하여 살펴보았다. 우선 대상 측면에서 기본적으로 신체적, 정신적 문제로 타인의 도움이 필요한 사람을 원조한다는 점에서 통합이 가능하며, 급여 내용도 방문요양이 활동보조와 동일하고 또 방문 목욕과 방문간호는 동일한 급여이므로 통합이 가능한 구조이다. 전 달체계도 서비스 운영기관과 제공기관이 다르지만, 기본적으로 보 건복지부 관할 사회복지서비스라는 측면에서 전달체계의 통합이 가능하다. 마지막으로 재정부분은 구조가 달라서 통합을 위해서는 사회적 합의가 필요한 상태이다. 이에 두 제도의 통합 가능성은 재 정 부분의 국민적 합의를 토대로 노인장기요양보험제도의 기금을 활용할 수 있다는 전제로 매우 높은 편임을 논했다.
The purpose of this study is to examine the possibility of integrating the long-term care insurance system with the disabled activity support system in Korea through applying the social welfare policy analysis framework. Targets, allowances, delivering processes, and financial resources of the two systems were compared in order to discuss the possibility. Basically, the targets, allowances, and delivering processes are almost the same in both systems, but the financial resources of the two systems are structurally different. Nevertheless, there would be no serious problem to integrate the two systems if a nationally common agreement would be reached politically for the financial part.
