The study tries to look at purpose of managing system and until recently the status of
guardianship service, and tries to examine the effective managing the system and service
effects. Especially, study tries to find the implication through the case of policy of the office
of public guardian, a form of one-stop in Singapore that already has been established and
enforced a delivery system of guardian service. The object of this study is to search
improvement plan and implication of delivery system of guardian service of our country
considering contents and a role of the OPG, Singapore. A study on methods of documentary
research was mainly performed, and combined an exploratory research and documentary
research at home and aborad from visiting in the Singapore.
First, the study results that a redesign of related law is needed for managing with success
the newly introduced guardianship, but detailed service delivery system like a office of the
public guardian is in urgent need of construction to carry out the original object of system.
Second, (an education and train of guardian etc) the overall system is needed in a role of
support center established in community in connection with People with Developmental
Disorders Act. Third, the manual of guardian's activity, quality of guardianship service and
plan for specialty improvement is needed through the case analysis of guardianship service
during the past three years. Above all things, a regard of the disabled in decision making
ability and awareness improvement of government and civil society in accord with a late aging
society and disabled in protection of rights and interests is needed. Lastly, Establishing a legal
basis that the mentally disabled and elderly also can receive welfare benefits is needed.
