It has been three years since Disability Discrimination Law was enacted. However, it has failed to effectively improve the environment created discrimination, and there are criticisms as to the limited scope of restoration of rights that offers to the disabled suffering from violations of their rights. To prohibit and eliminate the societal discrimination towards the disabled, the practical effectiveness of relevant Disability Discrimination Law must be established and assured. Despite this necessity, the law lacks the procedures and tools to implement mandatory compliance to the fundamental idea of the law, namely “reasonable accommodation”. Furthermore, the procedures available for the redemption of rights for the disabled is crippled by its internal contradictions and limitations, and cannot realize its basic purpose. For the Disability Discrimination Law to function effectively and to establish itself as a stable and consistent from of law, societal environment must also establish and stabilize itself positively in a policy-driven manner so that the environment of the contents of the law and the full potential of the law's original purpose can be realized.
