This study aims at analyzing the implementation process of the Special Education Law for
the Disabled etc., which was introduced in 2008, focusing on special education teachers
legal quota. The comprehensive model of policy implementation for the analysis was
adopted from the review of several models and prior research. The model consisted of
three variables including the policy variable, the implementation variable, and the
environment variable.
The results of the study indicated that in the process of the Special Education Law for the
Disabled etc. there were few problems in terms of the clear objectives of the policy and the
policy environment including the mass communication and the public opinion. However,
the policy was faced by some obstacles including the inadequate resources, the weak
willing of the bureaucrats to put the policy into practice, and the insufficiency in the
coordination among the related governmental departments. Also it was found that for the
policy such as the Special Education Law for the Disabled etc. initiated by the NGO’s such
as the disabled and special education teachers, to be implemented successfully, the
continuing concern about and pressure toward the execution of the policy is required.
