본 연구는 일본의 『보육소보육지침』에서 제시하고 있는 보육시설에 관한 평가내용을 분석하여 우리나라의 보육시설평가 및 운영에 시사점을 제공하는 것을 목적으로 한다. 이 를 위하여 본 연구에서는 ①일본의 보육평가의 배경 및 법적근거, ②자기평가의 이념모 델, ③자기평가의 관점과 관련항목, ④자기평가의 요령, ⑤자기평가의 전개와 제3자평가 등을 중심으로 보육시설에 관한 평가를 고찰해 보았다. 일본의 보육평가의 주된 특징은 보육소의 자기평가활동을 기반으로 하면서 제3자평가와 같은 외부평가를 수용함으로써 평가의 객관성을 높여 주는 방식을 도입한 점, 해당 평가대상 보육소에 대해서 평가결과 에 대한 공표 및 설명의무를 부과함으로써 보육소의 사회적 책임을 명확하게 한 점, 그리 고 보육소의 평가활동을 의무화하여 평가라는 교육활동을 필연성 내지는 유효성이라는 관점에서 접근하도록 하고 있는 점 등이다. 이상과 같은 특징을 가지고 있는 일본의 보육 평가는 보육을 다양한 관점에서 접근해 가도록 함으로써 보육의 질적 향상을 도모함과 동시에 제도적ㆍ조직적 차원에서 보육소의 기능을 개선해 가는 것을 목적으로 하고 있다 고 사료된다.
The purpose of this research is that to analyze an evaluation criteria proposed by 'child care guideline in Japan' and to provide an implication for evaluating and operating a child care center in Korea. For this purpose, an evaluation for child care center is considered by focusing on 1. background and a legal basis of the evaluation in Japan 2. an ideological model of self evaluation 3. a viewpoint and related conditions of self evaluation 4. a method of self evaluation 5. development of self evaluation and evaluation by the third party. Main characteristics of child care evaluation in Japan are that external evaluation such as an evaluation by the third party is accepted as well as a self evaluation to raise objectivity of an evaluation, that clarify social responsibility of child care center by imposing a duty to announce an result of evaluation and that to approach an educational activity from a viewpoint of necessity or effectiveness by a duty of an evaluation. It is thought that a child care evaluation in Japan aims at promoting qualitative improvement of child care and improving function of child care center in level of system and organization by approaching a child care from diverse viewpoint.
