본 연구의 목적은 군사회복지사가 군대 내에서 활동하기 위한 법적 근거를 파악하고 제도화하는 방안을 찾아내는 것이다. 국가방위를 목적으로 특수하게 조직된 군대에서 국가를 위해 책임과 의무를 수행하고 있 는 군인의 복지지원과 기본적 권익은 보장되어야할 것이다. 이러한 군인에 대한 목적을 달성하기 위하여 군사회복지가 제공되어져야할 당위성을 찾아보고, 군사회복지의 구성요소로써 주체, 재원, 대상에 대한 법 적 근거를 찾아보았다. 현재로서는 군사회복지사가 제도적으로 명문화되지는 못했을지라도 그 동안의 역 사적인 노력의 분석을 통해 살펴보았다. 이를 토대로 군사회복지사의 제도화 방안을 제시하였다. 결과적으로 추후연구과제는 군사회복지사가 군인과 군 관련인 그리고 그들의 가족을 대상으로 지역사회복지자원과의 네트워크를 통해서 제공하는 서비스가 바람직할 것이라고 제시하였다.
The purpose of this study is to identify the legal basis for a military social workers to work in the military settings and to find ways to institutionalization. In the specially organized military for the purpose of national defense forces, supporting the welfare of the soldiers who get duty for their country and fundamental rights will be guaranteed. In order to achieve these objectives, I examine the rationale to be provided military social welfare, look for a legal basis for the subject, budget and object as a component of the military social welfare. Although at presently military social worker did not stipulate institutionally, I examined through the analysis of the historical efforts in meantime. And based on this, present an institutional method of the military social welfare. As a result, further study has suggested the desirability that military social workers provide welfare services to military soldiers, their families and military－related persons through a network with community welfare resources.
