This study is to present how the policy was decided to be formatted in the process of enacting “Ordinance on promotion and supporting military care of Seongnam.” on March 04, 2015 in local goverommunity social welfnments, Seongnam. At the moment establishing “Ordinance on military social welfare” is in process at Gwangju. And, the other local governments show movements to establish that. These are the reason why we propose the role model. It began to study after that the author and professionals on military social welfare went to United States to have foreign study supported by Korea Social Workers Association in November 2013 and they started to study how to practice what they learned. As enacting “Ordinance on military social welfare”, the closed and isolated military can be changed profoundly into people’s military through organizing a social welfare council consisted of the citizen, military, national organization and building supporting system with local communities. There are many youth expecting the military service in local governments. You must serve a period of time where is apart from the society. They would get a fear for being a member of strange organization which has different environments and requires different lifestyle. This study is to show how the ordinance and policy was formatted, decided and enacted for them.
