A purpose of existing military forces is to win in the war, and a history has
shown that life and death for the nation depend on the results of them. Therefore,
military forces have soldiers drill constantly prepare against wars, and especially
they have made many efforts to enhance capability of combat command, mainly
with commanders by battalions. As Korean military commanders lacked the ability
at the Korean War, the US military advisory groups executed so-called
“Counterpart System” which could assist to estimate of the situation and
decision-making, deploying Korean military battalions. The purpose of this study
is to find the way to have the victory and minimize the damages from brush-fire
wars to strategic wars by putting outstanding veterans as the advisers in
accordance with evaluation, analysis, and superiority of the capability. In this
paper, training materials evaluating capability of Korean military commanders were
analyzed, and it could help to find out insufficiency of capability of combat
command. In addition, case studies of the past and surveys of veterans were
conducted to prove necessity of military advisory system. To acquire excellent
work forces among the military veterans, their combat experiences, main skills,
careers and grades of military instructions were reflected when selecting.
Furthermore, circumstantial judgment ability and unit operational ability were
focused and studied to help give commanding advises in superior condition to the
commanders who are on service, both in name and reality. Incidentally, the paper
can give opportunities to prevent veterans’ expertise from dying out in the society
and to improve their employment rate after discharge from military service.
