This paper is intended to examine the performance of the English
Teacher-Aide Program in Gyeonggi Province related to educational
partnership between local governments to promote local educational
developments.
Under the educational autonomy system having an independent education
committee and educational superintendent, responsibility of the local
government should be one of the most important factors to effectively deal
with the local education issues. Since 2003, Gyeonggi Province, the local
government, has developed and supported the educational-supporting
program, including the English Teacher-Aide Program, with a cooperation
with Gyeonggi Province Office of Education, the local education authority.
The purpose of this study is to identify performance management of the
English Teacher-Aide Program in Gyeonggi Province and to suggest policy
directions for the local government to develope in the near future by
examining trends and current status of the program.
On the basis of analysis, several policy alternatives can be suggested. This
study proposes, first of all, that an ordinance to stabilize the
educational-supporting program should include budget, distribution, the
regulations. Secondly, the education autonomy system should be
implemented and work together with the cooperation of local government by
adopting educational coordinator system. Thirdly, the recruiting system to
take a good English Teacher-Aide should be established.
