The purpose of this study was to plan a new higher educational policy for regional development. As in a sense, regional development contributes to national development and competitiveness, it is necessary to higher education policy approach aiming to regional development. Before drawing a picture of future higher education for regional development, this study began with analysis of higher education policy keynotes, strategies and outcomes of past administrations. Based on the analysis results, it revealed that higher education policy for regional development has been interrupted by changes in administrations and policy effects were so confined to a few universities not being spread all over the region. In order to mitigate the problems found, the authors argued a need of new higher education policy plan for regional development while not only keeping policy inheritance but also, inducing a change in higher education. Finally the study suggested a vision promoting inclusive growth through higher education development. To increase feasibility of the vision, adopting systemic approach, the study provided detailed policy objectives, strategy, plan and projects at the stage of environment, input, process and output.
