The purpose of this study is to investigate the effect of the open
recruitment system of principal which has been introduced to improve
current top-down principal recruitment system using KEDI’s 2007 and
2010 ‘Analysis of the Actual Status and Its Level of School Education for
Middle Schools’data. Pre and Post analysis using 2007 and 2010 data
illustrated that schools implementing open recruitment system of principal
improved principals’ leadership and democratic management at the
statistically significant level. However, teachers and students’satisfaction
has not been improved or lowered significantly after implementation of
open recruitment system. Using 2010 data, comparison of traditional
schools and open recruitment type shows that open transformational,
moral leadership and democratic management scores of recruitment type
are higher than traditional schools and invitational recruitment type
schools statistically significant. However, teacher’s fashion and
satisfaction, students’ and parents’ satisfaction scores are not different
statistically significant.
