본 연구는 사립고자율화 정책 변동의 특성과 그것을 초래한 정치적 요인을 분석하는데 목적이 있다. ‘국민의 정부’ 이후 정권별 정책변동 조치와 그 경과를 살피고, 정책변동의 특성을 Hogwood 와 Peters(1983)의 정책변동 유형론과 정책의 성격을 중심으로 분석하였다. 아울러 정책변동을 초래 한 정치적 요인들을 분석하였다. 분석결과, ‘국민의 정부’는 자립형사립고의 시범운영을, 참여정부는 시범운영 기간의 연장을, 이 명박정부는 자율형사립고를 도입하여 자립형사립고를 여기에 통합하는 조치를 취하였는데, 이는 각각 장기간의 형성기를 거친 ‘배양형’의 ‘정책혁신’, 선택대안 결정의 딜레마 상황에서의 ‘정책유 지’, 새로운 정책에 기존의 정책을 통합하는 ‘선형적 정책승계’라는 변동적 특성을 보여준다. 이러 한 정책변동의 특성은 각 정권의 성격과 이념적 성향, 정치적 사건, 다른 정책과의 관계 등에서 크 게 영향을 받았다.
The purpose of this study is to analyze characteristics and political factors of the policy change to increase institutional autonomy at korean private high school. This study focused on the period of 'The Citizen's Government', ‘The Participation Government', and ‘Lee Meyng-Bak Government'. The characteristics of the policy change were analized as using the Hogwood & Peters's typology of policy change. As The result of the anylisis, 'The Citizen's Government' appointed the model school named 'Self-support Private High School' for some years and ‘The Participation Government' lengthened the term, and ‘Lee Meyng-Bak Government' made the new model named 'Autonomy Private High School' and unified 'Self-support Private High School' in it. Accordingly the tpypological characteristics of the policy change were individually 'policy innovation', 'policy maintenance', 'policy linear succession'. This characteristics of the policy change were influenced from each governments's ideology, political events, and another educational policy.
