The purpose of this study is to reveal the main contents of the 20th
Local Education Autonomy Act and reality of political dynamics at the
revision process of the Act which was passed in February 2010 in the
18th National Assembly. Study questions are like these. First, what is
the revision background of the 20th Local Education Autonomy Act in
the 18th National Assembly. Second, what are the political issues and
how to progress the political process? Third, what are the main contents
of the revision act.
Study contents are to reveal the various political dynamics at the
revision process of the 20th Local Education Autonomy Act through
many materials. Research method is mainly bibliographical study, for
example, revision acts that are made by national assemblymen and
council's documents.
Study findings are like these. Final act is the third act, that is
completely different from mutual agreement legislation that was passed
at the subcommittee of legislation investigation in the Committee of
Education, Science and Technology. This study found that the act is the
results of the compromise between government and various interesting
groups. So the act is became another quilted act, and is worn to rags.
