이 연구는 최근 변화되는 환경 속에서 나타나고 있는 지방교육 거버넌스의 구체적인 양상과 특성을 분석하고자 하였다. 이를 위하여 전국적으로 민선교육감 체제가 출범한 2010년 7월부터 2013년 2월까지 경향일보, 동아일보, 조선일보, 한겨레신문 등 4개 주 요 신문사에 게재된 교육감 관련 사설 249편의 내용과 제목을 분석하였다. 분석 방법 은 내용 분석과 네트워크 텍스트 분석이고, 주요 연구결과는 다음과 같다. 첫째, 지방 교육 거버넌스에 대한 관심은 민선교육감 시대를 맞아 높아졌고, 지방교육 거버넌스 관련 주체 간의 갈등과 교육감의 도덕성을 중심으로 논의가 형성되었다. 둘째, 진보교 육감의 교육정책과 도덕성이 중요한 이슈가 되었고, 지방교육 거버넌스와 관련하여 다 양한 집단들의 참여가 나타났으며, 지방에서 추진하는 교육정책과 지방이 불응하는 국 가교육정책이 주목되었다. 셋째, 신문사별로 국가통제-보수이념-일반자치와 지방통제-진 보이념-교육자치의 대응 양상이 명확하게 드러났다. 또한 교육감이 지방교육정책과 이 슈의 중심이 되고, 국가교육정책과의 갈등 속에 있으며, 전교조와 시민이 중요한 행위 자로 부각되었다. 전체적으로 볼 때, 지방교육 거버넌스는 ‘진보 프레임(frame)’ 속에 갇혀 있고, 중앙과 지방의 갈등이 두드러지면서 ‘지방교육의 발전’이라는 본질적인 목 적과 ‘지방교육정책의 실익(實益)’을 생산적으로 논의하고 타협하는 장(場)의 형성은 부 족하였다.
This study aims to analyze the characteristics and trend of educational governance in changing educational environment with a high profile. The period of analysis is from February 2010 to July 2013(when the election of the superintendent was held and Lee Myung-bak administration ended). 249 newspaper editorials of Kyunghyang Newspaper, Donga Ilbo, Chosun Ilbo and Hankyoreh Newspaper are used for this study and content analysis and network text analysis are conducted. The results are as follows. First, "the superintendent" is of great important in governance of the local education and argument on governance is various depending on the period. In the content aspect, the educational policy of the liberal superintendents and their morality are mainly discussed and participation of the various interest groups is shown. Thirdly, a conflict between the educational policy of the local education and some parts of the national policy appears. Depending on the press about each issue, governance of “state-oriented, conservative, general autonomy” and “local-oriented, progressive, educational autonomy” is obviously defined. Besides the superintendent is the center of the educational policy of the local education and the issues and the participants in conflicting relationship occur.
