본 연구에서는 교육행정과 일반행정의 분리와 통합의 근거로 사용되는 미국의 사 례 중 혼용되고 있는 주정부 차원의 교육감과 교육위원회 임용과 운영방식을 분석하 고, 지역교육청 수준에서 시장이 교육의 통제권을 갖고 있는 시카고 시의 사례를 통 해 교육행정과 일반행정의 통합의 정치적 과정을 분석하였다. 이 분석을 통해 첫째, 미국 주정부의 지방교육자치제도는 우리나라의 국가 수준에, 지역교육청의 지방교육 자치제도는 우리나라의 시․도교육청 수준에서 적용하는 것이 바람직하다는 제언을 하 였다. 둘째, 시카고 교육청에 대한 시카고 시장의 교육통제권의 확대는 주정부 입법 부의 변화, 학업성취도 향상을 중시하는 교육개혁의 흐름에서 책임소재를 분명히 하 고자 하는 경향, 일반 시민의 교육에 대한 불만족, 역사적으로 진행되어온 시장 개입 의 경험 등이 복합적으로 작용하고 있었다. 셋째, 시장의 개입을 통한 효율성 강조가 재정 자원의 활용 면에서는 성공적인 반면, 정치적 영향력의 부정적 효과와 교육성 취도 향상 면에서는 정체를 보였다. 이와 관련하여 일반행정과 교육행정의 통합 또 는 분리와 관련된 효율성과 정치적 중립성의 원리를 비판적으로 고찰하였다.
This study reviewed the educational governance systems in the U.S. state government level as well as local government agencies. The study focused on the level of comparative studies on educational governance structure between Korea and U.S. Educational governance structure of U.S. state government should be comparable to the Korean national level of educational system, while the local educational structure comparable to Shi-Do school districts in Korea. With respect of mayoral engagement in education, there exist interaction among supports from the Republican-controlled legislature and governor, integration of political accountability and educational performance standards at the systemwide level, decline in public confidence over the current state of urban school leadership, and mayors formal executive authority. Although mayors have positive impacts on some important initial challenges relating to utilization of financial resources after assuming control of school districts, the long-term benefits of takeover are more elusive in improving student achievement. The trend of mayoral influence in education as a viable reform strategy should be scrutinized into the following areas. Mayors control will result in more efficient investment on a specific group of people eroding the benefits of most disadvantaged. For the correction of imbalances in the distribution of social and political values, public administration in education or general services require an alternative value, social equity. The principle of political neutrality based on strict politics-administration dichotomy needs recognition of the interaction of politics and administration.
