The study was developed in an attempt to find out education policy
development and coordination of the local education offices in the form
of some manner, and successful based on the composition. The key
findings summarized the various claims in the literature are as follows.
On the result of comparing the policies of all local education offices,
educational vision is ‘all', ‘happy', ‘hope’to major key-words. In the case of
the superintendent of progressive propensity, a major policies were an
innovative schools, free meals, equalization policy. Superintendent of
maintenance molding propensity, on the other hand, were developed mainly
on the development and improvement of educational activities on presence.
The successful coordination system of policies developed by the local
education offices were the cooperative relations in relation with the
department of education in government and local governments, coordination
with the National Superintendent of the Council and the Local
Administrative Council, and the coordination mechanisms that can be
guaranteed citizens' participation. Preparation was also important that
attempts foundation for policy development and coordination. They were
the greater educational autonomy value, authority and control over virtually
secured the superintendent, research functions strengthening, and the
greater autonomy of financial management.
