This study aims to understand comprehensively the characteristics of
educational policy of ‘Participatory Government’(PD) with a particular
attention on the structure of determining educational policy(SDEP). For this,
the author examines the public documents and materials published by
Governments and the Presidential Committees, various research reports, and
many preceding articles. The results of this study are as follows.
First, the Presidential Transition Committee of PD tried to change the
educational policy package of the Kim Dae-jung Government, which took
over uncritically the educational policy of ‘Moon-min Government’.
Second, the Presidential Transition Committee of PD considered introducing
educational innovative body to accomplish the new educational policy. Third,
however PD was besieged by bureaucratic power and had a weak SDEP
because of the absence of leadership and the disorder of personnel policy.
Fourth, PD accepted the neo-liberal educational policy contents stemmed
from the establishment of bureaucrat-driven SDEP.
