이 연구는 정책 내용(policy contents)을 넘어 정책 결정 구조(policy structure)가 지니 는 특징에 주목하여 ‘참여정부’의 교육정책 전반에 대한 이해를 깊이하려는 목적에 서 마련되었다. 이를 위해 정부와 대통령자문 위원회 등의 공식문서 및 간행물, 각종 연구보고서, 선행연구 등의 문헌 분석을 중심으로 수행하고 있는 바, 고찰 결과는 다음 몇 가지로 요약할 수 있다. 첫째, ‘참여정부’에게 주어진 교육정책 형성 조건에 대한 대응은 크게 두 가지로 정리할 수 있다. 하나는‘국민의 정부’가 ‘문민정부’의 교육정책을 무비판적으로 승계했다는 판단에 따라 대통령직인수위원회 단계에서 정책 기조의 전환을 시도하였다 는 사실이다. 다른 하나는 ‘국민의 정부’가 정책수행 환경 조성에 실패하였다는 평 가와 함께 새로운 정책을 추진하기 위해 교육혁신기구 설치 방안을 마련했다는 점이 다. 둘째, 그러나 ‘참여정부’는 정부 출범 후 인사 난맥상과 교육정책에 대한 지도력 부재로 인해 정책 결정 구조를 탄탄히 하지 못한 채 관료권력에게 주도권을 내주고 말 았다. 셋째, 관료 주도의 정책 결정 구조가 마련됨으로써 결국 ‘국민의 정부’와 마찬 가지로 ‘문민정부’가 마련한 시장주의에 경도된 교육정책을 펼칠 수밖에 없었다.
This study aims to understand comprehensively the characteristics of educational policy of ‘Participatory Government’(PD) with a particular attention on the structure of determining educational policy(SDEP). For this, the author examines the public documents and materials published by Governments and the Presidential Committees, various research reports, and many preceding articles. The results of this study are as follows. First, the Presidential Transition Committee of PD tried to change the educational policy package of the Kim Dae-jung Government, which took over uncritically the educational policy of ‘Moon-min Government’. Second, the Presidential Transition Committee of PD considered introducing educational innovative body to accomplish the new educational policy. Third, however PD was besieged by bureaucratic power and had a weak SDEP because of the absence of leadership and the disorder of personnel policy. Fourth, PD accepted the neo-liberal educational policy contents stemmed from the establishment of bureaucrat-driven SDEP.
