This study aims to analyze the rationale of policy arguments on the
‘National Committee on Educational Policy’(NCEP). For this purpose, the
author examines various documents and related news items, research
reports, and many preceding articles. The results of this study are as
follows.
First, the NCEP policy arguments were first proposed as educational
administrative reform agendas, and the name and content of them are very
diverse. Second, the rationales of various NCEP policy arguments are
(a)securing the consistency of educational policy and (b)lessening policy
monopoly of the Ministry of Education. The supporters of the first rationale
emphasize preventing the frequent changes of educational policy, whereas
the supporters of the second stress the social consensus of policy-making.
Third, the author recommends examining the possibility of institutionalizing
NCEP as a follow-up research subject.
