고등교육을 둘러싼 급격한 환경 변화와 함께, 대학특성화는 이제 전 세계적으로 선택 이 아닌 필수로 인식되고 있다. 우리나라의 경우 현 정부는 재정지원과 결부된 평가에 의존하여 대학특성화를 정책적으로 추진하고 있고, 재정이라는 희소자원의 배분 기준 이 되는 대학특성화평가 이면에는 각종 권력 관계와 이해 갈등이 잠재되어 있다. 이에, 본 연구는 현 정부에서 추진하고 있는 대학특성화 평가를 정치학적 관점에서 분석함으 로써 정부와 대학 간, 대학 내 다양한 이해당사자들 간의 이해관계 및 갈등 양상을 밝 히고자 한다. 이를 위해 대학특성화 평가의 지표, 선정 사업단 수, 예산 배분 상황을 Danziger(1994, 2009)가 제시한 네 가지 정치적 속성, 즉 권력의 행사, 가치 있는 재화 의 공적 배분, 이해관계의 상충, 갈등 상황적 요소를 문헌연구를 토대로 밝히는 연구방 법을 사용하였다. 분석 결과, 첫째, 평가 지표라는 게임의 규칙을 정부가 정하는 권력 행사의 의도성과 비합리성으로 인하여 정부와 대학 간, 대학 상호 간, 그리고 대학 내 구성원 간 이해관계 상충과 갈등 상황이 발생하였다. 둘째, 평가 결과 선정 된 사업단 수와 배분된 예산의 제한으로 인하여, 대학 간, 그리고 대학 내 학과 간 경쟁구도 및 갈등이 야기되었으며, 이러한 과정은 다름 아닌 제로썸 상황에서 희소자원을 획득하려 는 이해갈등의 산물임을 확인하였다. 분석을 통해서 대학특성화 평가에 내재된 정치적 속성을 드러냄으로써 고등교육 개혁을 견인하려는 정부 개입의 가능성과 한계에 초점 을 둔 시사점을 제시하였다.
The rapid changes surrounding higher education institutions have made the specialization of universities an inevitable policy option. In South Korea, the specialization policy has changed the landscape of higher education institutions along with power struggle and conflict of interests, as it is combined with financial support by the central government. The purpose of this paper is to analyze the evaluation measures to select beneficiary universities from the lenses of politics of education. Based on the theoretical frame suggested by Danziger, we tried to reveal the phenomena surrounding evaluation criteria, the number of selected universities, and the amount of distributed budget. Our analyses show that the government has exercised the power over the universities by deciding the rules of evaluation games such as setting evaluation criteria and assigning scores to each criteria. In this process there are much dispute and conflict of interests between the government and universities not to mention of among universities themselves, which are typical characteristics of political process. The conflict has extended to stakeholders within universities surrounding scarce resources. The analyses reveal the hidden side of evaluation as a political process rather than an objective and rational process. Based on the findings, we discuss the possibilities and limitations of government interventions inducing university specialization.
