본 논문은 최근에 제기되는 지방재정과 지방교육재정 통합논의에 대해서 비판적으로 검토하고 상호 발전을 위한 과제를 살펴보았다. 이를 위해 한국의 지방재정의 상황에 대한 간략한 진단, 지방교부세와 지방교육재정교부금을 중심으로 지방재정과 지방교육 재정의 현황비교분석과 통계자료분석을 통한 통합의 필요성과 가능성, 그리고 통합을 통해서 실현가능한 시너지 효과가 있는지 등에 대해서 살펴보았다. 먼저 현재 지방재 정의 경우 중앙정부 의존비중 과다, 과세권 부재, 세출운영의 자율권 제약 등으로 인해 서 실질적인 재정자주권이 실현되지 못하고 있어서 통합보다는 재정자치가 주요한 과 제임을 논의하였다. 한편 지방재정과 지방교육재정의 주요 구성요인인 지방교부세와 지방교육재정교부금은 수요항목과 측정단위가 전혀 중첩되지 않는 독자성을 갖고 있는 상황이기 때문에 지방재정과 지방교육재정의 통합이 중첩항목의 통합 등을 통한 특별 한 행정적 경비절감이나 단순화하는 것은 불가능하며, 그에 따라 시너지 효과가 사실 상 부재함을 살펴보였다. 따라서 통합보다는 지방재정의 재정자주권 확립, 지방교육재 정의 경우 책무성과 자율성 확보 등을 위한 노력이 우선시되며, 향후 상호 협력을 위 한 지방교육행정협의회의 내실화 등이 필요함을 제시하였다.
This paper reviews the issue of integration of local finance(LF) and local educational finance(LEF) critically and tries to provide the tasks for the mutual development of LF and LEF. We provides brief diagnosis of LF, compares current situation of LF with LEF, takes a look at the possibilities of necessities of integration of LF and LEF, and discussed whether there is a synergy effect from the integration. The problem of LF is that excessive dependence on the central government, lack taxation right, and restriction of autonomy on the expenditure operation. Thus, currently, having financial autonomy of local agency is the priority rather than integration of LF and LEF. And main component of LF and LEF is local grant(LG) and local education grant(LEG) respectively. Distribution formulas of LG and LEG do not have same demanding items and measurement units, thus integration of LG and LEG cannot simplify administrative process and reduce administrative cost, thus integration cannot produce produce any synergy effects. Finally, we suggest that it is necessary to develop financial autonomy of local agency and autonomy and accountability of LEF, and insure substantiality of local education administration meeting for the enhancement of cooperation between local agency and local educational agency.
