본 연구는 우리 사회의 청년 니트(NEET) 특성과 차이가 있는 장애청년 니트의 특성과 비노동력화에 영향을 미치는 요인을 분석하여, 장애청년 니트에 대한 개입정책에 기초 자료를 제공하고자 수행되었다. 이를 위해 다양한 노동시장 이론과 선행연구 고찰을 통 해 변수를 도출하고 실증적으로 분석하였다. 분석에 사용된 자료는 장애인 경제활동을 대표할 수 있는 제7차 장애인고용패널(PSED)자료이다. 본 연구의 분석결과를 통해 첫 째, 장애청년 니트는 낮은 인적자본 특성과 가구의 열악한 경제적 상태를 나타내는 등 우리사회 전반적인 고학력 청년 니트와 다른 특성이 있음을 제시하였다. 둘째, 장애청년 니트의 비노동력화에 영향을 미치는 요인을 인적자본모형, 통계적 차별모형, 사회적 자 본모형, 심리모형에 따라 분석하고, 종합적 모델구성을 통해 ‘성별’, ‘장애정도’, ‘자아존 중감’, ‘차별에 대한 인지 정도’를 장애청년 니트를 가장 잘 설명하는 요인으로 도출하였 다. 이를 바탕으로 장애청년 니트는 일반 고학력 청년 니트와는 다르게 인적자본을 강화 하는 정책이 밑바탕이 되어야 하고, 여성, 중증장애인에 대한 통계적 차별과 이로 인한 낮은 자존감에 대한 심리적 요인에 대한 개입의 필요성을 제시하였다.
This study aimed to investigate the characteristics and determinants of NEETs with disabilities in the labor force participation. Accomplishing the goal of this study, human capital factors and labor market theories were analyzed. Data came from the PSED(Panel Survey of Employment for the Disabled) conducted by the Korea Employment Agency for the Disabled in the 2014(7th). The logistic regression model was employed for this study to analyze the effect on the characteristics of NEETs. The results were as follows. First, NEETs with disabilities were described in the low human capitals and the economic difficulties. Second, through analysis of the predictors on the situation of NEETs with disabilities based on ‘human capital model’, ‘statistical discrimination model’, ‘social capital mode’l and ‘psychological model’, we derived major factors (‘Gender’, ‘Severity of Disability’, ‘Self-esteem’ and ‘Cognition of discrimination’) on NEETs with disabilities from the aggregation Model. Based on the study results, the policies and practices implications were discussed.
