이 연구는 통일을 대비하여 사회통합과 자립지원의 관점에서 북한 인력의 직업훈련을 어떻게 실시 해야 하고 어떤 과제를 추진할 것인가에 대한 정책적인 제안이다. 이를 위해 먼저 통일독일과 북한이 탈주민의 직업훈련에 대해 살펴보았다. 연구결과, 북한 인력의 특성을 알기 위해서는 북한에서 그들 이 받은 교육과 훈련체계를 파악하는 것이 우선되어야 한다. 특히 기술교육의 이론과 실제에 대해서 문제점을 찾아보는 것이 중요하다. 본 연구에서는 북한이탈주민 대상 직업훈련 성과 분석, 노동수요 예측을 통한 적합한 직종 개발과 자격증 취득 지원, 전문적 직업훈련 강사를 기존의 남한 강사뿐만 아니라 북한 인력 중 선발·육성하는 체제 마련, 전문적인 공공직업훈련기관 육성, 고용과 복지의 유기 적인 시스템 구축, 직업훈련을 위한 재정 마련 방법 등을 제시하였다.
This research is focused on vocational training of the North Koreans as a part of preparing unification of the Korean Peninsula. For that, it will look into the case of unified Germany and the status of vocational training of the North Korean Defectors. In the meantime, it is important to know the systems and kinds of vocational training which North Koreans have received in the North Korea. Especially evaluating the issues between theories and practices of the vocational training would be crucial. This research presents the following: the performance analysis of North Korean Defectors through vocational training, the support suitable for North Korean personnel in job development and certifications through forecasting the future demand of labor, the establishment of professional vocational training instructors based on not only the existing South Korean lecturers but also by selection and fostering North Korean personnel, the upbringing of technical public vocational training, the buildup of organic system in employment and welfare, and the buildup of methods for financial support in vocational training
