The purpose of this research is to seek ways to strengthen parents’ educational subjectivity in order to set parents as subject of education. For this purpose, we analyzed the relevant legal basis for parents and defined the concept of parents’ educational subjectivity. Further, we discussed problems of parent responsibility, and finally we suggested implications from observing parents’ participation in the school. Although parental educational rights have legal grounds, they have limitations. Moreover, parents were not treated as subjects of education, and negative perceptions of parents existed throughout our society. We suggested conditions for formation and conditions for manifestation to strengthen parents’ educational subjectivity. Conditions for formation is the legislation of the parents association, school steering committee composition revision, the introduction of the parental leave program, and parent organizations’ mandatory participation in educational policy making process. Conditions for manifestation is the development and management of parent education program, development of parent-friendly school climate, and building governance for joint management of schools.
